Parapet Advisors Supports Customs Modernization in Tunisia
From May 18-23, Parapet Advisors traveled to Tunis, Tunisia to participate in a five-day workshop on Strengthening Risk Management and Post-Clearance Audits as part of an initiative led by the U.S. Department of Commerce's Commercial Law Development Program (CLDP). The program brought together customs officials, representatives from Tunisia's Ministry of Trade, and a team of U.S. experts working to help Tunisia modernize its customs administration in line with World Customs Organization (WCO) and World Trade Organization (WTO) best practices.
Alongside colleagues from U.S. Customs and Border Protection (CBP) and the U.S. Department of Commerce, Parapet Advisors led sessions on institutional risk management frameworks, interagency and private sector coordination, and best practices for informed compliance. These sessions drew on Parapet's deep expertise at the intersection of trade policy, regulatory systems, and translating complex frameworks into practical, actionable approaches for practitioners on the ground.
The workshop addressed some of the core challenges facing modern customs administrations: how to facilitate legitimate trade efficiently while maintaining strong enforcement and protecting revenue collection. Participants explored risk-based controls, targeting methodologies, data analytics, and post-clearance audit processes. These tools allow customs agencies to focus resources where they're needed most, rather than applying uniform scrutiny across all trade flows. The program also included a field visit to the Port of Radès, where participants examined real operational challenges and identified concrete opportunities for improvement.
Effective customs modernization matters beyond borders. When trade environments become more transparent, predictable, and efficient, the benefits extend to businesses and trading partners around the world, including U.S. exporters seeking to compete in international markets.
